    Intergovernmental Review Process for Missouri

    Generally, the process to obtain intergovernmental review for those applications that require this process is as follows: fax a copy of the application's face page and the abstract to the Missouri Federal Assistance Clearinghouse (see at right) either on the day of or before you mail/submit your federal application. Note this date on Form 424 as the date the application is made available to the Single Point of Contact.
    Investigators are responsible for contacting the clearinghouse to ensure the process has not changed.

    F & A rates and Related Definitions
    • If F&A is fully recoverable (that is, at the rates marked in the table above), the base is MTDC (Modified Total Direct Cost) which is the total direct cost with the following exclusions:
      • student tuition; equipment; the portion of each individual subcontract and subgrant in excess of $25,000; alterations or renovations; patient care cost; rental/maintenance expenses for off-site activities.
    • If F&A is not fully recoverable (that is, at levels other than the rates marked in the table above), the base is TDC (Total Direct Costs).
    Organized Research Most university-related proposals are either applied or basic research.
    Basic Research Proposals include expenditures for activities specifically organized to support basic research. Basic Research has the purpose of general increases in knowledge. No specific intent is required other than learning. The Basic Research may be narrowly focused on a particular field of study, but there is no specific practical use that drives the direction of the research. Examples of basic research may include laboratory work in biology, investigations into mathematical equations, and studies on literary works.
    Applied Research Proposal includes expenditures for activities specifically organized to support applied research. Applied Research has the purpose of meeting a specific goal. The goal (beyond the research itself) is well defined and the research is narrowly focused on obtaining that goal. The goal may or may not be commercial, but it always includes putting something into practical use. Examples of applied research include curriculum-planning and clinical research.
    Instruction Proposal primarily includes expenditures for credit/non credit courses; academic, vocational, and technical instruction; remedial and tutorial instruction. For example, a proposal is "Instruction" if it is primarily designed to provide classes. A proposal to plan a curriculum but not teach a curriculum is not Instruction.
    Other Sponsored project Proposal primarily includes activities established to provide non-instructional services beneficial to individuals/groups external to the institution, but does not include substantial research-related components.
